DINAMIKA KEBIJAKAN TURKI TERHADAP KRISIS PENGUNGSI SURIAH DARI 2011-2024 DAN DAMPAKNYA PADA HUBUNGAN EROPA-TIMUR TENGAH
Abstract
This study aims to analyze the demographic and social impacts of the presence of Syrian refugees
in Turkey and to assess the government’s policies in managing the crisis since 2011. The research
employs a historical qualitative method through the stages of heuristics, source criticism,
interpretation, and historiography. Data were collected from UNHCR reports, Turkish government
statistics, and academic literature on migration and regional geopolitics. The findings show that
more than 3.3 million Syrian refugees by 2024 have caused significant demographic changes,
particularly in major urban areas such as Istanbul, Gaziantep, and Sanliurfa. Socially, refugees
face integration challenges in education, healthcare, and employment, creating new social
dynamics with local communities. The Turkish government responded through the Open Door
Policy, temporary protection status, and strategic cooperation with the European Union. In
conclusion, Turkey’s refugee policy reflects not only humanitarian concern but also geopolitical
strategy, strengthening its role in the Middle East and Europe. However, long-term challenges,
including social integration and economic pressure, require more sustainable and inclusive policy
approaches.
Penelitian ini bertujuan menganalisis dampak demografis dan sosial dari kehadiran pengungsi
Suriah di Turki serta menilai kebijakan pemerintah dalam penanganannya sejak 2011. Metode
yang digunakan adalah metode sejarah dengan pendekatan kualitatif melalui tahapan heuristik,
kritik sumber, interpretasi, dan historiografi. Data diperoleh dari laporan UNHCR, statistik
pemerintah Turki, dan literatur akademik mengenai migrasi dan geopolitik kawasan. Hasil
penelitian menunjukkan bahwa lebih dari 3,3 juta pengungsi Suriah hingga 2024 telah
menyebabkan perubahan demografis signifikan, terutama di kota-kota besar seperti Istanbul,
Gaziantep, dan Sanliurfa. Secara sosial, pengungsi menghadapi tantangan integrasi dalam
bidang pendidikan, kesehatan, dan pekerjaan, yang turut memicu dinamika sosial baru dengan
masyarakat lokal. Pemerintah Turki menanggapi situasi ini melalui kebijakan Open Door Policy,
pemberian perlindungan sementara, serta kerja sama strategis dengan Uni Eropa. Kesimpulan
menunjukkan bahwa kebijakan Turki tidak hanya mencerminkan kepedulian kemanusiaan, tetapi
juga menjadi instrumen geopolitik yang memperkuat perannya di kawasan Timur Tengah dan
Eropa. Namun, tantangan jangka panjang seperti integrasi sosial dan tekanan ekonomi
memerlukan kebijakan lanjutan yang lebih berkelanjutan dan inklusif.
