The study used a descriptive qualitative approach with a case study method. Data were collected through observation, in-depth interviews, and documentation, then analyzed using the Miles, Huberman, and SaldaƱa model. The results show that the SMAILING Program is implemented through silaturahmi, mosque management development, institutional strengthening, Zakat Collection Unit (UPZ) development, strengthening da'wah programs, and increasing congregational participation. This program contributes to strengthening the functions of idarah, imarah, and riayah of mosques by improving the quality of governance, da'wah, and educational activities and the maintenance of mosque infrastructure. The program's success is supported by the institutional commitment of the MUI, inter-institutional synergy, and community participation, although it still faces obstacles such as limited funding, human resource capacity, and geographical conditions. The research method used was descriptive qualitative, with data collected through observation, interviews, and documentation. The results showed that Lumbang Village had tourism potential (natural, cultural, man-made, and pilgrimage) supported by ease of accessibility, adequate facilities, and additional services. Furthermore, the Raye Kubor tradition could be packaged as a cultural tourism attraction through the 3S tourism aspects (something to see, do, and buy), such as the Bebagi Keropok procession and historical tomb pilgrimages. However, there were constraints in packaging the Raye Kubor tradition, namely limited funding and human resources. Meanwhile, opportunities existed through the creation of tour packages by leveraging the potential of Lumbang Village, convenient accessibility, the availability of accommodation, as well as the support and hospitality of the local community.</em></p>2026-08-29T00:00:00+08:00Copyright (c)
