Abstract

Modern sovereign borderlands are undergoing a fundamental paradigm shift from a traditional, militaristic security approach to an inclusive prosperity approach. This study aims to systematically synthesize the global academic discourse on border management across three primary dimensions: border governance, contemporary border security, and sustainable borderland development. Employing a Systematic Literature Review (SLR) research design strictly guided by the PRISMA 2020 protocol, a corpus of 50 final inclusion articles was extracted from Scopus, Web of Science, and Sinta databases published over the last decade (2016–2026). The findings reveal a sharp geographical polarization in research focus; Global North literature is heavily dominated by security governance, immigration enforcement, and smart borders, whereas Global South literature (including the specific context of Indonesia’s Kalimantan borderlands) concentrates on spatial development, connectivity infrastructure, and cross-border trade. Furthermore, the review identifies a strong theoretical fragmentation among previous studies, which tend to examine these three pillars in isolation. As its core novelty, this study successfully constructs “The Integrative Framework,” merging multi-level governance, asymmetric security mitigation, and socio-ecological resilience into a unified and holistic conceptual umbrella. The practical implications of this research offer strategic navigation for public policymakers and the National Border Management Agency to formulate adaptive, secure, and welfare-oriented action plans at the nation’s frontiers.
